Liquidation of the State Architectural and Construction Inspectorate (GASK).

On March 13, 2020, the Cabinet of Ministers of Ukraine liquidated the State Architectural and Construction Inspectorate (SACC) and launched an urban planning system.

A detailed reform plan was posted on a special website https://bezdabi.gov.ua/

The website states that the reform will take place in the following stages:

March-May 2020 (Transition period) – Moratorium on inspection state control.

June 2020 – creation of DIM. Launching a new registry.

September 2020 – State Agency for Technical Regulation in Urban Development

January 2021 – Introduction and Insurance.

Instead of the State Architectural and Construction Inspectorate, the government will create three new bodies: for registration of construction projects, their technical regulation and control.

The government will create three new central authorities:

• State urban planning service – perform registration functions in construction
• The State Agency for Technical Regulation is an agency that, according to the prime minister, will become the driving force behind the reform of technical regulation in Ukraine regarding the parametric system, updating state building codes, and eurocodes. It is noted that the new structure will work “a little later”.

The State Urban Planning Inspectorate will retain the functions of supervision and control in the region

The reform provides that the permit to start construction should be canceled, property and criminal liability will be introduced – the responsibility of all participants in the process for the quality of construction and the compliance of the facility with all the stipulated requirements. A register of construction activities will be created and the only portal where information about all construction projects in Ukraine will be collected. The builder’s electronic account will be launched for objects with consequences class CC2 and CC3. It is planned that each construction object will be assigned an identification number, to which all data about it will be linked. Liability insurance will also be introduced in the construction industry: certified and certified persons, the customer to third parties for construction losses, as well as the contractor (life and health of workers, operation of dangerous mechanisms).
